Try to boots the computer in Safe Mode: For that follow the following steps.

  1. Turn on or restart the computer.
  2. Press and tap the F8 key about every second until you see the Advanced Boot Options.
  3. Select Safemode and press Enter.

While in Safe Mode, visit your video card manufacturer website (Nvidia or ATI or etc) to download the latest available driver for your video card and then uninstall the current driver and install the latest one.

Still if you are facing the same issue then follow the below methods:

Perform sfc scan on your computer.

System File Checker(sfc) scan will make Windows replace corrupt or missing system files on your computer.

Steps to perform sfc scan:

  1. Click Start, click All Programs, click Accessories, right-click Command Prompt, and select Run as Administrator.
  2. Click Continue or supply Administrator credentials if prompted.
  3. In the Command Prompt window type the following, and press Enter:
    sfc /scannow
  4. You should see the following on-screen messages:
    Beginning the system scan. This process will take some time.
    Beginning verification phase of system scan.
    Verification % complete.
  5. Once the scan has completed you will receive an onscreen message resembling one of the following:
    • …  found no integrity violations
    • …  found corruption but repaired it
    • …  found corruption that it could not repair.

If you are still facing the same problem then create new profile and check.

To create a new profile, you must first create a new user account. When the account is created, a profile will also be created.

  1. Open User Accounts by clicking the Start button , clicking Control Panel, clicking User Accounts and Family Safety (or clicking User Accounts, if you are connected to a network domain), and then clicking User Accounts.
  2. Click Manage another account.  If you are prompted for an administrator password or confirmation, type the password or provide confirmation.
  3. Click Create a new account.
  4. Type the name you want to give the user account, click an account type, and then click Create Account.
To copy files to the new user profile:

 After you create the profile, you can copy the files from the existing profile. You must have at least three user accounts on the computer to complete these steps, including the new account you just created.

  1. Log on as a user other than the new user you just created or the user that you want to copy files from.
  2. Open Documents by clicking the Start button, and then clicking Documents.
  3. Click the Tools menu, and then click Folder Options.
    If you don’t see the Tools menu, press ALT.
  4. Click the View tab, click Show hidden files and folders, clear the Hide protected operating system files check box, and then click OK.
  5. Locate the C:\Users\Old_Username folder, where C is the drive that Windows is installed, and Old_Username is the name of the profile you want to copy files from.
  6. Select all of the files and folders in this folder, except the following files:
    • Ntuser.dat
    • Ntuser.dat.log
    • Ntuser.ini
  7. Click the Edit menu, and then click Copy.
  8. If you don’t see the Edit menu, press ALT.
  9. Locate the C:\Users\New_Username folder, where C is the drive that Windows is installed, and New_Username is the name of the new user profile you created.
  10. Click the Edit menu, and then click Paste.
    If you don’t see the Edit menu, press ALT.
  11. Log off, and then log back on as the new user.

Scenario 2: If system does not boot in Safe Mode also:

To use a Safe mode option, follow these steps:

  1. Restart your computer and start pressing the F8 key on your keyboard. On a computer that is configured for booting to multiple operating systems,you can press the F8 key when the Boot Menu appears.
  2. Use the arrow keys to choose Safe Mode in Windows Advanced Options menu appears, and then press ENTER.
    If you don’t get that error message in safe mode then it means that some third party application is causing the problem. 
  3. Perform check disk on your computer, which will remove the damaged areas in your hard disk.
  4. Click Start button and type cmd, and then click OK. A Command Prompt window opens.
  5. Type chkdsk /r, and then press ENTER.
    You are prompted to schedule Chkdsk to run when the computer restarts.
  6. Press Y, and then press ENTER.
  7. Restart your computer. During startup, Windows will scan your disk for errors, and Windows will try to recover any files that are located on damaged areas on the disk.

Yes you can perform startup repair, you can do that without using downloaded files.

If the above method does not help you in resolving your issue then perform startup repair on your computer.

Steps to use Startup Repair from the Windows Recovery Environment (WinRE) :

  1. Insert the Windows installation disc into the disc drive, and then start the computer. 
  2. Press a key when the message indicating “Press any key to boot from CD or DVD …” appears.
  3. Select a language, a time and currency, and a keyboard or input method, and then click Next. 
  4. Click Repair your computer. 
  5. In the System Recovery Options dialog box, choose the drive of your Windows installation and click Next. 
  6. In the System Recovery Options dialog box, click Startup Repair.
